or oil drilling rights on public lands, etc.) from the government at artificially cheap prices and
selling the resources for full market value; buying a company and forcing it to bankrupt itself
paying out dividends; or creating monopolies that push up prices as high as they can go
(opportunities for this abound especially when local governments privatize essential,
monopolistic services such as water utilities). The result is greater public poverty and misery,
increased distrust in government, fewer high-skilled workers (since so few can afford soaring
college costs), and more unemployment (as those who cannot afford the expense of training
themselves for a high-skill career compete fiercely for a limited supply of low-skill jobs). "There
are two visions for America a half century from now. One is of a society more divided between
the haves and the have-nots, a country in which the rich live in gated communities... Meanwhile,
the rest live in a world marked by insecurity, at best mediocre education, and in effect rationed
health care... At the bottom are millions of young people alienated without hope. I have seen that
picture in many developing countries; economists have even given it a name, a dual economy."
Offering creative solutions and recommendations as well as an expert's analysis of the problem,
